Godfrey noted the completion of an OCI memorandum on the
27 April French referendum and queried about the appropriate distribu-
tion. The Director asked Godfrey to undertake selective distribution
with a brief covering note for his signature.

The Office of the DDI prepared transmittal notes to
nine senior officials. These were signed by the Director
and sent on 24 April.
