MEMORANDUM FOR THE RECORD
Morning Meeting of 17 July 1969

DD/I pointed to a recently completed, distributed memorandum
by Bruce Clarke on Soviet and ChiCom forces arrayed along their com-
mon border. The Director asked that the memorandum be flagged for
Bill Hyland's attention.
'Godfrey briefed on the "soccer war. " The Director said he had
read the special memorandum on this subject which was provided to
the White House on 14 July and asked that a "Well Done" be passed to
its author.
The Director noted the volume of cables in on the deteriorating
situation in Laos, and Carver and the ADD/P commented on the vul-
nerabilities of the present situation.
D/ONE and briefed on possible problems which might
be encountered in today's USIB meeting.
DD/S reported on the loss of a helicopter in Laos and on the
deaths of two Air America personnel and one local passenger.
Carver reported that he will be seeing Secretary Laird this
afternoon.

Maury briefed on his conversation yesterday with Congressman
Culver.
Maury reported that the briefing of Senator Jackson went well
and that Senators Dominick and Tower were present. Senator Jackson
asked for a fact sheet, which Maury explained will include a brief

description of the pattern of deployment of Soviet missiles. After some
discussion the Director approved of providing the fact sheet provided it
is in the form of a blind memorandum.
Bross reported that he had lunch with Gardiner Tucker, the ADD/I,
and Bruce Clarke to discuss the verification problem. During the course
of the lunch it became clear that Mr. Tucker is handling this matter
personally for Secretary Laird.
DD/S&T recalled his meeting with Paul Nitze on 25 June (see
Morning Meeting Minutes of 26 June 1969) and reported he has since
confirmed that Mr. Nitze's interest at the time was in the SALT problem
and was not related to any problem concerning the Memorandum to Holders
of NIE 11- 8.
ADD/P reported that C/FE and Marshall Green are meeting today
to discuss what matters pertaining to Indonesia should be brought to the
President's attention in advance of his trip there.
Executive Director pointed to the Civil Service Commission
announcement that Monday will be a holiday. After some discussion it
was decided that 21 July will be treated as a Saturday.
