The Director highlighted a memorandum from Deputy Secretary
Packard requesting an in-depth study on the merits of high-resolution
photography. The Director described Packard's interests in terms of
NRO's capabilities to determine what Soviet weapons systems DOD needs
to know more about. The Director noted that an appropriate task force
is being established under and concurred in the suggestion
that the DD/S&T and DD/I consult with a view toward identifying who
will represent us on this task force. The Director asked the. DD/I to
draft an appropriate response.
Action taken: 19 September 1969

I have discussed this matter with the DDS&T. Because
most of the substantive intelligence to be collected
would, in the first instance, be
of primary interest to OSI and FMSAC, we agreed that Carl
would name the CIA observer and draft the response for the
Director's signature.
