MORNING MEETING ACTION ITEM
Maury recalled that on 13 August Congressman Richard McCarthy
wrote to the Director requesting information on Soviet BW/CW matters.
Maury added that the Congressman also requested the same information
from DOD and received a Top Secret, written response over Y. L. Wu*s
signature containing material extracted from ME 11-11-69. The Director
noted his concern and asked D/ONE to draft a letter conveying to DOD
instructions on how to handle such sensitive materials.

Abbot Smith called in response to this action item to say-that
Larry Houston was taking the necessary action in providing the Director
with a briefing paper on past ground rules. Houston provided same in
memorandum dated 17 September to Director, subject: "National
Intelligence Estimates. "
