- MEMORANDUM FOR THE RECORD
.SUBJECT: Conversation with Mr. Roger Jones, Assistant Director,
Bureau of the Budget, re the Daniels/McGee Bill
1. This morning I called Mr. Jones to remind him of the Agency's
interest in expediting the passage of legislation providing for our own
retirement system benefits paralleling those contained in the Daniels/McGee
bill now on the President's desk. I asked Mr. Jones if he had any views on
the President's signing the Daniels/McGee bill. He said he could not speak
officially but personally thought the chances of signature were good.
2. I recalled an earlier conversation Mr. Houston and I had with
Mr. Jones in which we had discussed the possibility of obtaining. for the
Agency administrative authority to adopt for the Agency system any
liberalizing provisions from Civil Service legislation. I said we had
explored this with our Subcommittee staffs on the Hill but the reaction
appeared negative and we would probably have to go the route of Agency
legislation paralleling the Daniels/McGee bill.
3. I asked Mr. Jones what the State Department was doing in this
connection. He noted that Representative Wayne Hays had introduced
legislation liberalizing State Department retirement benefits, but this
was a sort of "bobtail" affair which did not contain all the benefits of the
Daniels/McGee bill, and therefore State would now probably seek a new
bill which covered all of the Daniels/McGee points.
4. I told Mr. Jones we would send over our legislative proposal
promptly if and when the President signs the Daniels/McGee bill, and
would appreciate his assistance in the matter. He said he would be glad

to be helpful, but we should deal primarily with Wilfred Rommel,
Legislative Reference, who would be "set up to take prompt action. "
Mr. Jones said that BOB had notified the President, in forwarding to
him the Enrolled Daniels /McGee Bill, that CIA, Foreign Service and
possibly the military will want something comparable.
5. I told Mr. Jones of our negotiations with Senator Ervin
regarding his bill on the rights of privacy of Federal employees,
remarking that there had been no action by the Subcommittee on this
matter for a month or more. Mr. Jones said he had heard nothing
on the subject and hoped maybe the matter had died down.
