NON-INTERVENTION ~YDr V S
The US policy of non-intervention was made
clear to the Latin American states at the 7th
Pan-American Conference in Montevideo in 1933
in a speech of Secretary of State Hull. The
United States is now formally committed to
this policy under Article 15 of the Charter of
the Organization of American States drawn up
at the 9th Pan-American Conference in Bogota
in 1948. The article reads: --
"No state or group of states has the right
to intervene, directly or indirectly, for any
reason whatever in the internal or external
affairs of any other state. The foregoing
principle prohibits not only armed force but
also any other form of interference or at-
tempted threat against the personality of the
state or against its political, economic, or
cultural elements."

1. The Revolution of 1944 was against
dictator General Jorge Ubico who had ruled
Guatemala for 13 years.
2. Juan Jose Are alo 'first popularly
elected president, took office in 1945.
3. Jacobo Arbenz succeeded Arevalo as

4. Arevalo was named Ambassador without
Portfolio by Arbenz in 1951 and traveled
about Latin America in that capacit~
5. Arevalo is now in Paris, supposedly
writing and working in the libraries there.

1. Suggestion that Soviets may renew pressure through
other UN members for compromise on Korea.
a) Change in propaganda from denunciation of
Indian resolution to minimizing of differences
between that and Soviet proposal.
b) Renewal by Moscow and Peiping of comment on
stalemate, as opposed to previous line that US
intended to expand war.
c) UN General Assembly to reconvene 24 February.

attacks. No significant change in relative strength of
opposing forces.

will hold meetings in Santiago, Chile, in near
future :
Confederation of Latin American Workers
(CTAL - Confederacion de Trabajadores
de America Latina) 22-29 March
Continental Cultural Congress 26 Apr - 2 May
Using above meetings as cover, Communists
will probably work out new Party Line ("United
Front") for Latin America
