MEMORANDUM FOR THE RECORD
SUBJECT: Director's 29 September Briefing of the NSC Regarding
the Indonesian Election
The Director noted that the Indonesian election had begun
on 29 September, although the complete returns would be un-
available for about a month. The Director said that pre-election
predictions generally held that the pro-Western Masjumi Party
would get a plurality of the vote. He had no confidence, however,
in the pre-election forecasts. In the first place, this is a country
with a large percentage of illiterates. Further, this is the first
election that has been held there. Because of these variables,
he could make no accurate prediction on the outcome.
