The attached Memorandum for
Record covers our conversation of
4 October regarding the withdrawal
of Chinese Communist forces from
North Korea. Withdrawal of the
remaining Chinese forces could be
accomplished easily, thus. facing the
United Nations with propaganda pres-
sure to withdraw Allied forces from
South Korea. Such a move by the
Communists would be entirely con-
sistent with the pattern of other
events.
It is my feeling that we should
insure our policy makers are aware
of this possibility so that U. S. policy
can be shaped now to counter such a
move as well as maintain the
initiative in this part of the world.

MEMO FOR: Mr. Allen Dulles
The attached Memorandum for Record covers our
conversation of 4 October regarding the withdrawal of
Chinese Communist forces from North Korea. With-
drawal of the remaining Chinese forces could be accom-
plished easily, thus facing the United Nations with propa-
ganda pressure to withdraw Allied forces from South
Korea. Such a move by the Communists would be en-
tirely consistent with the pattern of other events.
It is my feeling that we should insure our policy
makers are aware of this possibility so that U. S. policy
can be shaped now to counter such a move as well as
maintain the initiative in this part of the world.
