a) Harrassing moves at Berlin to force West Germany - East
Germany direct talks.
b) French elections. Fight over electoral system. Edit
proportional which favors communist or direct for districts
whichwould defeat communist but hurt some other party.
2. MIDDLE EAST
South Asia and Southeast Asia comprehensive communist orbit
program. Arms, economic aid, purchasing surpluses farm
products (rice, cotton, etc.), cultural, industrial and scientific
missions, etc.
3. FAR EAST
When Geneva bilateral talks end must carefully watch Chinese reaction.
Military buildup off Formosa and Offshore Islands continues but not
rapid pace. Short cut rail line from China to Trans -Sib completed.
4. LATIN AMERICA
Argentine, Brazil, Chile in bad way due to inept government.
Communist not cause, but may profit. Argentine turning to us for help.
