AS part of the continuing effect to increase the effectiveness
of its training programs, the Central Intelligence Agency plans to
make several changes in the curriculum of the Midcareer Executive
Development Course conducted by the Office of Training. Heretofore
there have been no presentations dealing specifically with either
the nature of the military threat posed by the Soviet Union and its
allies or the capabilities of the armed forces of the United States
to deal with this threat. Such coverage is desired for future Mid-
career Courses.
The Training Officer in charge of the Course,
has discussed this matter informally with
who, as ?you know; has given highly effective lectures on the
DIA to four previous Midcareer Courses. It it;
opinion that although discussions of U.S. military capabilities
properly fall within the purview of the Joint Staff, an instinct-4one
unit suitable to the purpose could be arranged expeditiousWunder
the aegis of the Defense Intelligence Agency.

In view of the above, I request that the Defense Intelligence
Agency undertake to develop and present the desired instruction.
Its prepared to armee specific content, dates, location,
and so forth with whomever you may designate.
