L The Director of Training Ins reported that the first running of
the bildcareer Course was very well received, end the critiques I have
reviewed of the Agency portion of the program have been highly compli-
mentary to the speakers individually as well as to the program in geoeraL
Would you geese express any appreciatice to the members of your staffs
whose participation contributed to the quality of the course and the enthu-
siasm with which ix was received. With the experience we have pined in
this first effort, and the condoled participation of yourselves and yottr
senior people. I look forward to an even better performance in the course
beginning 13 January.
2. Tim calibre of the students, of course, is equally as important
CO the success Of the program as the competence of the speakers. No
effort should be spared to ccualtatts to select and send your beat qualified
roldcareer officers.

MEMORANDUM FOR4 Deputy Director of Central Intelligence
SUBJECT : Midcareer Course No. 1
1. This memorandum submits a recommendation for your aption;,ii:
this recommendation is contained in Paragraph 4.
2. The first running of the Midcareer Course has been by and large
very successful. There will be, of course, some adjustments made in its
contents and in our Selection of speakers. However, it has been an
excellent beginning.
3. In general 1:0m in agreement with the observations and recommen-
dations maks by the Chairman. In addition, I recommend to your attention
the GenercifSummray of Critiques and the General Statements. Many parts
of the criticisms are certainly worth careful study. and these will be taken
into accoultAin the planning of future courses.
4. Mt' success of the course, aside from its programming aspect,
is criticallySependent upon two factors, the participation of speakers of
the highest quality and the selection of students of equally high quality.
I therefore recommend that you ensure that ranking officers of the Agency
continue to be made available for the section of the course conducted by
the Agency and that, a matter of equal importance, you advise the Deputy
Directors to select Students for the course with the greatest care for the
purpose of assuring the participation of students of the highest quality.
Without these two essential factors the course cannot meet the standards
the Agency should require.

first Midcareer Course. While I feel sure you will
not be able to read through all of this, I think you
will find the "general observations and summary of
critiques" interesting and possibly the general state-
ment at the back.
I concur with Matt's recommendation that you
sign the attached memorandum to the Deputies.
