I told Mr. Westphal that there was An implication in our cable traffic last night that the Subcommittee thought that the Agency had intentionally withdrawn Mr. John Richardson prior to their (the Subcommittee's) arrival in Saigon, and I wanted to make it2gear 2. Mr. Westphal said that he thought this implication +%as probably correct and that he would be happy to discuss the wale situation with me when we have lunch. He went on to say that. here are eight members on the Subcommittee and therefore, of cot*Ae, there are varied reactions, but that he felt since the Subcomniee is back here and has had time to settle down and think about the situation that there is more of an agreed position in this connection.
