1. The action requested is described in paragraph 5.
2. Attached is a memorandum for the signature Of the Det
to the Director, National Reconnaissance Office which, eetablishes
the BYEMAN Special Access Approval (BYE.SPC) for the use Of
those high level policy making Government officials aud consulteate
who require knowledge of all current and future BYEMAN projects.

Following discussions with all of the people concerned, I have
formed a new panel to deal with national reconnaissance activities.
The panel has been organized under the chairmanship of Dr.'Edwin
Land and with a membership as indicated on the attached list. ?
Dr. D. H. Steininger of my office will provide staff support.
It is the broad charter of the panel to maintain an overview of'
the National Reconnaissance Program. Among the subjects in
which I would expect the panel to have particular interest are the
technical characteristics of the intelligence requirements, the.
status of existing projects, and the adequacy of the research
and development program.
Dr. Land will hold his first meeting on July al and plans to :
conduct a detailed review of the new concepts for high resolutiOn
broad coverage systems. The panel also would like to receive
?
an over-all discussion of existing NRP projects and of new
system concepts under consideration by the Air Force and the
CIA.
I will appreciate your continuing assistance in providing the panel
with the information it requires in the pursuit of its interests.
