SUBJECT: The PFIAB and The Pentagon Papers
1. Confirming my remarks at the -morning meeting today,
the Board has received instructions from San Clemente to set up
a panel to make a damage assessment of The Pentagon Papers, and
to identify and hopefully address other related issues. The Board
has informed us that the Chairman of this panel will be Mr. Franklin
Lincoln (the President's former law partner), with Dr. Baker and
perhaps Frank Pace as members. The first meeting of the panel
will be on Thursday, 22 July.
2. The Board's staff informs us that it would like you,
George Carver and John Warner to brief the panel along the same
lines you did with Burke and Byers earlier this week. No other
preparation will be necessary. Burke will try to put CIA on first.
Other individuals expected to appear before the panel include the
General Counsel of the Department of Defense, Buzhardt, Mardian
of Justice and, perhaps, NSA.
