The accuracy -- either in literal. statement 'or in possible
distortion -- of the full para (beginning "Two thirds...)
troubles me.
10 Top para is awkwardly phrased and, as phrased, misleading.
There is no question about these systems' usefulness to
military commanders in the field. The questions focus
on priorities -- whose needs take precedence, especially
in crises: the national decisionmakers' or the field
commander's.

partisan domestic political debate."
1.2 I seriously question the accuracy of the statement that
"top policy makers ... were not aware that such activities
were being conducted." We should not, cannot, endorse a
statement on this central point which is sloppily worded
or implies a degree of unauthorized free-wheeling (by CIA)
which, in fact, never existed.
15 Statement of DIA and INR involvement in SALT, as it stands,
is inaccurate.
17 Last sentence, top para: Point is not that analysts need
to understand operational policy decisions; they need
to know what actions (including statements made in private
