Assistant to the President
for National. Security Affairs
SUBJECT : Possible Speech Themes
1. In response to your request of 3 August, we have prepared
the attached memorandum which presents in expanded outline form
the ideas or themes we think it might be useful to incorporate in
the President's proposed mid-September television address.
2. As you can see from the order in which our thoughts are
presented, we believe such a speech would have the most impact if
it is pitched not only to the American people but also, inferentially,
to Hanoi. We also believe it will have the most impact if it builds
up to and ends with a call for immediate negotiations on a general
ceasefire throughout Indochina.. In short, we have tried to structure
a position from which we benefit if Hanoi accepts but also benefit
if Hanoi rejects or drags its feet on our proposal.
