REMARKS:
Per our 19 September telephone conver-
sation, attached is a copy of Dr. Kissinger's
18 August memorandum to the Secretary of
Defense. For obvious reasons, this docu-
ment is intended only for you, the Chairman
and Admiral Weinel. I also have (from the
White House) a copy of the Secretary's
10 August memorandum for the President
referred to in the attached 18 August note.
Presumably the Chairman's office drafted
this 10 August memo, and, hence, has a copy.
If not, let me know and I will send one to you
under the same ground rules.
