SUBJECT: Agency Assignments
1. i have already mentioned the fact that tha terrr~s of reference
far the four seta of papers (CIA, DC3D, Stat? and 1~Ihite Haase} ara net
tightly written (from a logical paint of view}, embody considerable overlap
(e, g, , we and 13C77J are asked, in effect, to produce duplicate reaction
estimates, and sorxze inappropriate tasking (e. g. , asking State to gauge
U. S, domestic opinion and ways in which it can be manipulated}.
2. Can the CIA assignment itself:
a. These are ail questiaas within our area of resptinsibility,
with the passible exception of the one an "enemy" (does this
mean Carnmunist?) political capabilities in the U. S. (A4c}).
This is really outside our province and though I do not wish to
quibble, neither do I want us making judgments in politically
charged areas that could haunt us in the future.
b. C)ur terms need same tidying up, but we da not need
to press for major changes.
c, ~ e do need to knave what kind of final ~~ber is wanted:.
a distillate of surnm-a.ry judgments and conciusians ar a
detailed argur~xent -- i. e. , a ten-page piece or a fifty-plus
page work. incorporating graphs and annexes.
