Attached for your information is
a paper written at Mr. Walt Rostow's request.
It covers in writing the points I made orally
during our luncheon on 20 February. With the
Director's approval, a copy was sent to Mr.
Rostow and to Mr. Korner (who asked for it after
talking with Rostow). The covering memorandum
made it clear that this document was informal and
personal, not an official Agency paper.
