SUBJECT: Ambassador Bunker's Thirteenth Weekly (Saigon 1954,
26 July 1967)
i . The most si gnifi cant devel opments are covered i n the first
paragraph. These are the 11 ft i ng of press censorship by the GVN,
and its invitation to U Thant to send UN observers during the elections.
Other matters covered at length in this report have been extensively
reported elsewhere. Of possible interest, if you have the time, is
the rundown in paragraphs 6 through 25 of the Ambassador's appraisal
of the over-all situation -- military, political and economic. This
version does not vary significantly from his previous similar appraisals.
2. For your information, Phil Habib in State intends to urge
again that the Ambassador not attempt to paraphrase the entire week's
traffic, but rather hit the significant highlights for the benefit of his
busy readers.
