Recommended Agency RD Support Policy
1 The attached material deals with the RD
issues raised by the new Saigon organization and
recent Congressional budgetary action. In line
with the thoughts expressed by my representative
at the meeting convened by Col. White on 12 June,
I feel it imperative that we forward a policy re-
commendation to the Director as soon as possible.
Once an agreed over-all Agency policy has been
determined, I feel we should send a team to Saigon
forthwith to ensure its implementation via a new
Memorandum of Understanding.
2. To facilitate coordination on our
recommendation to the Director, I would appre-
ciate it if we could meet in the DCI Conference
Room at 1615 on Tuesday, 13 June, to consider
the draft memorandum attached herewith, iron
out any differences, and arrive at an agreed text
for submission to Mr. Helms.
