MEMORANDUM FOR THE DEPUTY DIRECTOR
1. Brookings personnel who were in charge of the "Business
Conferences" last year have passed along a couple of suggestions
which they think might make the CIA session more useful.
a. They suggest that the initial briefing either expand
on or emphasize more clearly the Government's policy-making
machinery and the Agency's relationship to it; i. e. , more
explanation of NSC, SIG, IRGs, etc.
b. They also suggest that we better identify the roles of
the DD/S and DD/S&T so that the group will have a better feel
for the kinds of questions to ask these two individuals. I think
this could be done quite simply by having the panel chairman
say a few words about the responsibilities of each panelist just
preceding the question period.
2. Brookings has prepared and will apparently distribute to the
conferees a copy of the attached "Suggested Lines of Questions on
Vietnam. " I have sent a copy of this paper to the DD/I, who is pre-
sumably the logical panelist to answer these questions.
