I have carefully considered the Director of Personnel's 16 April
memorandum on the nomination of Agency candidates for various external
awards and have only three comments to offer.
1. hould be considered as a
probable candidate for an Arthur S. Flemming Award if
his age does not preclude such consideration, as I believe
it does.
2. 1 feel very strongly that

the Federal Woman's Award and that we should continue to
nominate her until she gets it.
3. I have no recommendations for any of the other
awards covered in the 16 April memorandum.
of the Office of Current Intelligence, who was the
!Agency's nominee in 1965, should be nominated again for
George A. Carver, Jr.
