Per our 13 June telephone conversation, we are sending Mr. Schwartz an Input to the combined memorandum he is drafting on the actions being taken by various branches of the U.S. Govern- ment to engender public awareness and support for our Government' a position in Parts. This memorandum will provide the summary you requested for your eyes only outlining the full range of Agency support to the negotiations and our negotiators. 2. The entire resources of this Agency -- including our (a) We have assigned a senior intelligence analyst, I to work full time on providing intelligence support to Governor Harriman, Station, our Saigon Station. other field installations around the world, and the operational support and analytic components of our Washington headquarters -- have been mobilized to assist the American negotiating rt. To maximize efficiency and minimize the risk of lapsas in con- cept or execution, all of the support and assistance provided is monitored and coordinated at one control point, this office -- which. as you know, is an integral part of the Director's office. The support and assistance in question includes the following specific types of activity: Ambassador Vance. and the U. S. delegation. Vance and their colleagues can levy requests for any additional Agency support they desire. We have also posted an experienced secretary/intelligence assistan to Paris to work full time withi nd assist rough. which Governor Harriman, Ambassador party and resides in the Hotel Crillon. (b) To back up we have set up an ad hoc structure in our was n on headquarters designed for rapid reaction and flexible response. Through this mechanism, is immediately provided 1 I with all Agency ~uvncarlns and issuances relevant to his needs and those of the delegation. 1 rough the same mechanism we provide with special analyses, memoranda, or bac up material requested by Governor Harriman, Ambassador Vance, or other delegation members. Since 9 May, we have provided fourteen such special studies on a wide variety of topics. In addi- tion, through we have provided the delegation with detailed name c ec s and biographic reports, updated on a continuing basis, on all members of the North Vietnamese delegation. (c) I ias set up spec a to ensure the immediate relay to Paris of all pertinent DRV and NLF statements, broadcasts, articles and similar public utterances. This is supple- mented by a daily cable analysis of North Vietnamese and NIL' propaganda. (d) World-wide, we have intensified our collection efforts on DRV attitudes, plans and intentions. In Vietnam itself, we have intensified our collection effort on the mood and temper of the GVN and the politically active segments of South Vietnamese society to keep watch on the situation in South Vietnam and on South Vietnamese attitudes related to or affected by the Paris talks. Through a specially devised series of message slugs and routing indicators, all intelligence derived from these world-wide ores is immediately sent directly to Parts fo o screen and, where appropriate, pass to the delegation. (e) In addition to the continuing briefing and analysis effort being conducted in Paris, we went over the entire Vietnamese situation with Governor Harriman, Ambassador Vance, and Mr. Habib here at our headquarters on 8 May TGP SECRET TRINE SC#05532 Copy No. Approved For Release 2006/08/08: CIA-R?P80RO172OR000500110072-2 Approved For Release aR01720R000500110072-2 (the afternoon before these gentlemen left initially for Paris). We also conducted a special intensive review and assessment of the Vietnam situation for Ambassador ance here at headquarters on 29 May. (This session was also attended by Under Secretary Katsenbach. (b) In Saigon. our Station to making a particular effort to keep watch over the developing situation in Vietnam itself to support Ambassador Bunker and the total U. S. effort, including the Paris talks. Under Ambassador Bunker's direction. we are also utilizing all of our channels to key Vietnamese leaders to reinforce and support the positions taken by the ambassador in his official contacts. The above outlines the areas in which we are now mounting special efforts. Everything described in this memorandum can be summarized simply by saying that we are doing everything we can think, of to support the U. S. negotiation effort and the work of our negotiators.
