We would like you to discuss the basic factors of current political, economic and social conditions in Vietnam. For this lecture, we are less interested in the war and more in the long-term cultural and polit- ical determinants there. Each lecture at the College is normally about forty-five minutes in length and is followed by a question and answer period of approximately thirty minutes. However, if you prefer a shorter lecture with more time for questions, this is agreeable. We hope you will be able to remain with us for an additional discussion with a representative group from the class and faculty. As you know, The National War College has a well-established policy of holding all remarks in lectures such as yours in strictest confidence. This policy, we believe, permits the lecturer to discuss his subject freely and with complete candor.
