Per your 17 A ril memorandum, I should like to nominate for consideration as a MAO member from the DCI's office. is 44, a GS. 14, and now serves as my deputy. 2. I believe I meets all of the selection criteria outlined in your memorandum. He has had a fine record as a field Case Officer I In Vietnam, he ran the Station's Field Operations Division with great success and was the innovative spark behind a number of major programs which he personally initiated or got off the ground -- including the cadre program. Back in Washington, he served as chief of the FE Division's 25X1 prior to becoming a member of this staff. The extent to which I was favorably impressed by his performance to indicated by the fact that I made him my deputy (with the Director's approval) after Mr. Allen's departure. has been strongly recommended for promotion to GS- 15 on three separate occasions: From Saigon byl from FE Division 25X1 by Mr. Colby, and from here by me last year. Why Career Panel A has not yet acted favorably on these recommendations is a mystery to me. _ 25X1 I I record is replete with "Strong" and "Outstanding" Fitness evaluation*. I plan to put him in for promotion again this year and to labor as energetically as possible to push my recommendation. lt. in short, is a fine officer with a first class professions bac' ~groun and every prospect for future advancement to positions of steadily increasing responsibility. I think he would make an excellent DCI Office representative and a strong, productive member of the MAO. Geo a A.
