At last week's session, Secretary Laird
some general questions about the
Ion in the Philippines to which
a very general response. explaining
the area to which I devoted
primary attention. I promised Laird a
short note on the situation to the Philippines
in brief compass, will touch on the
highlights of current Issues. I then asked
of ONE/Y if he Would
try his hand at drafting a memo to meat
Secretary Laird's needs. Attached It a copy
oil memorandum which seems
to me to be exactly right in scope and compass.
I would appreciate your taking a look at it and
letting me know as conveniently as possible
if you have substantive or other objections.
If not. I will forward to Secretary Laird on
4 arch to wipe this request off the books.
