MEMORANDUM FOR:
Mr. Karamessines
SUBJECT : Fulbright Hearings Transcript (20 February)
1. Attached is the transcri t of the 20 Februar Executive
Session of the Fulbright Hearings. special
assistant, has asked us to review this transcript and make suggestions
or recommendations on portions we would like deleted from the record.
I have gone through the entire transcript and put a slip of
yellow paper in front of every page on which the Agency is mentioned
directly or by clear implication. I am very reluctant to carry any water
for State In this exercise and would prefer to avoid casting an Agency
vote if we can do so. Most of what we want taken out DOD and/or State
will also want taken out; so my inclination is to let them bear the onus.
Actually, In light of all that has been printed and published in recent
weeks, there is very little that would honestly do us serious damage
if It appeared in the New York TIMES - - as much of It probably will.
3. If we want to cast any negative votes, the two places where
some representation might be appropriate are the following:
first, the remarks on page 164 which clearly put Ted Shackley at odds
with Ambassador Bunker. Second, the comments beginning on page 171
which deal in detail with the past and present duties of Gorden Jorgenson
(misspelled)
4. I Iwanted an answer by COB 4 March, but since this
document did not arrive until late on 3 March I think we will be meeting
our responsibilities If we reply as quickly as possible. My suggestion

would be thati lance through this first and append any added
comments he wants to m e, that Mr. Kara nessines take a final look
and that we then submit our collective recommendations to the Director
for a definitive vote.
