SUBJECT: Psychological Warfare Operations Against-the Vietnamese

It is hereby directed that a committee be founded to provide thematic
guidance for and coordination of psychological warfare c~pe~retlons against
-.the Vietnamese Communists.
The committee is to be che~ired by a senior representatiYe of the U. 5.
tnfarmation Rgency, to be appointed by thQ Director df .USIA. Members of
the committee will be represant+sCives Qf th.e Secretary of State, the
Secretary of Defense, and the Director of the Central intrrlligence Agency.
This committee wili perform the foiiowing functions;
