Noting receipt of a telephone call from Ambassador Sullivan, who
was intrigued by currect Russian activities regarding Indochina--
particularly F`iryubin's sudden request for a visa to visit Malik in New
York on Monday, 8 June--and noting a I from Hanoi
reporting various statements by Soviet officials there plus the fact
that the Soviet Ambassador (Dean of the Diplomatic Corps) was delib-
erately excluded from Sihanouk's airport arrival reception, Carver
initiated a discussion on Soviet?ChiCorr relations, their respective
attitudes toward the situation in Cambodia, and possible implications
of such considerations for a negotiated settlement. DD/P remarked
that there have been some fifteen or twenty reports indicating that the
Soviets are putting out the line that Hanoi is fatigued. It was recommended
that, as a first step, all reports on this topic be pulled together. The
Director thought this is the very least we could do, and Lehman said
that he will take on this task.
