SUBJECT : Possible Target Ideas
1. Per our previous conversations, I have had a small
number of my colleagues on a very quiet, close-hold basis take a
preliminary look at your area of current interest to see what
possible targets might lie therein. Attached for your use and
information is a memorandum reporting their findings.
2. This task was levied as a hypothetical exercise
commissioning a search for places that might be hit if maritime
harassment operations were to be seriously considered. We
have been very careful to protect the security of your actual
endeavors. Furthermore, the very small group of officers who
assisted in the preparation of the attached memorandum were
individually briefed on the extreme sensitivity of the fact that
such activity might even be contemplated.
