Some of the material or topics mentioned below are undoubtedly covered in greater detail in other black book submissions, but here is a checklist of principal Indochina developments plus copies of the more important I cables that came in during your absence. 2. The Clay Committee report was moved out of the Pentagon and discussed at a 40 Committee session convened for that purpose on Tuesday, 8 June. (That session was followed by an SRG on Laos political contingencies.) As FE/DDP will certainly have told you, we got help on the logistics pipeline, a rather murky compromise on command relationships and advice and a reserved decision (better than a negative decision) on air support. Copies of the pertinent SecDef and State messages are appended hereto. 3. The 7 June SRG on Cambodia was something of a shambles, as reflected indirectly in the attached cable tol which I wrote at the Director's request. 4. The 9 June SRG on the threat in Vietnam was not particularly enlightening or conclusive. I will brief you on the atmospherics, issues and current state of play at your convenience. 5. Our TEMIG project is going forward nicely. The units (PAVE MACE) are being used in conjunction with AC-130's in the defense of Bouam Long and in the Long Tieng area. Missions in Laos MR IV are also fragged with TEMIG in support of our troops in that area. We are receiving AC- 130 support because of poor weather in the Panhandle which reduces truck targets.
