1. Attached is a set of correspondence which
was routed to you but of which I want to be
sure you have taken cognizance. My
colleagues in FE and I all reacted negatively
to the memo relayed in Saigon 35310 for three
reasons: it is transparently self-serving, it
plays too heavily on the CAS pedal, and you,
not Ambassador Bunker, should be the one to
brief any 40 Committee/WSAG/SRG session
on Agency covert political action carried out
in response to 40 Committee directives.
2. Since Bunker has the paper, the horse
is already out of the barn. He is a gentleman
of discretion and probably would use it only
for his own background, but we want to be sure
you are aware of the paper's contents plus the
fact that he has it to preclude any risk of his
referring to or using it in a way that catches
you off base.
