MEMORANDUM FOR: Dr. Henry A. Kissinger
Attached is a thoughtful, thorough study of the Meo
which I forward because it provides background
data and analysis that is helpful in understanding
the present situation of this ethnic group, whose
role is pivotal in current Laotian affairs. The very
thoroughness and candor which make this study
useful, however, also make it politically sensitive.
To protect against leaks and out of context
misquotation, I am sending copies only to you,
Secretary Rogers, Secretary Laird and Admiral
Moorer.
