Entitled "Operational Progress Report" 1. The attached memorandum offered for your signature troubles me. On the one hand, I am diffident about interposing a road block on a document cleared by the FE Division and the DDP' s office. On the other hand, however, there are two aspects of the proposed memo that to my ear ring a trifle off pitch. 2. First the opening and concluding paragraphs (1 and 11) strike me as slightly defensive in tone and a little opaque. Secondly, I am not entirely sure that the language of the other paragraphs (2 through 10) adequately explains or supports the theses that our 1 June ploy failed to meet its objective, 25X1 3. I would suggest you read the proposed memo with the above points in mind. If you do not find them troublesome (and your eye may not), there is no reason why you should not sign it. If they do bother you, we can get the memorandum rewritten early next week --- holding it until Kissinger returns and using a preference for not sending it down in his absence as our reason for the delay.
