SECRET' SENSITIVE Approved For Release 2006/ 1/04: CIA-RDP80ROl 4 August 1972 MEMORANDUM FOR THE DIRECTOR SUBJECT: Dr. Kissinger's Urgent Request for His Paper 1. Attached is a note (written last night:) on the current status of the paper Dr. Kissinger wants. I respectfully request that you take the six-odd minutes required to read it since we will then be working from a, common base. 2. The problem sketched in that note was sharpened this morning when called me at 0850 to relay the message that Kissinger wanted his paper by noon. It was further sharpened when, on your instructions, I bearded Kissinger at the WSAG. He says he understands the situation, but adamantly insists he absolutely has to have a. paver --- coordinated or not -- this afternoon. 3. For reasons explained in the attached note, I (obviously) have no problems with the appended, clean-typed draft. If you like it, it can be sent privately to Kissinger, though it should not be labeled an agreed Agency product -- which it definitely is not. (Despite the objections of some of my colleagues, I think Kissinger would learn things he does not now know or understand if he read it.) We could then forge ahead as outlined in my note and try to produce an agreed version by the middle of next week for WSAG distribution. 4. I am. not pushing the appended paper and certainly not trying to short-circuit my dissenting colleagues. You may well prefer to send Henry nothing until we can get together an agreed package. That, of course, is your decision to make -- which is why I have done nothing further until your return. George A.
