Attached are two notes on Tran Kim
Phuong, who is functioning as Ambassador
but has not yet formally presented his
credentials. The State airgram is rather
bland and not particularly informative
though it does clearly reflect the high
regard in which Phuong is held by our
Saigon Embassy. The Agency memo is
a bit more detailed and you will probably
find it somewhat more helpful.
