Latimer Chairman, NSC Staff Committee on Declassification SUBJECT : The Declassification of NSAM III 1. In response to the request made in your memorandum of 20 July 1972, we have taken a careful look at National Security Action Memorandum 111 dated November 22, 1961. So far as the Agency is concerned, we see no grounds for objecting to its declassification since no sources, methods or on-going operations would appear to be adversely affected if this document is passed into the public domain. 2. As a matter of fact, for all practical purposes, the substance of NS.AM Ill is already in the public domain. There are at least three direct references to it in the version or text of United States-Vietnam Relations 1945-1967 ("The Pentagon Papers") prepared by the Department of Defense and published by the United States Government Printing Office in 1971. These references may be found on pages 21 and 133 of Book 2 and on pages 400-405 of Book 11. The latter citation is the reproduced text of a LIMDIS State Department telegram to Ambassador Nolting trans- mitted on 15 November 1961, which gives in essence the language and argument subsequently issued formally in Washington as NSAM 111. 25X1 25X1 25X1 Geo .ge A.
