SUBJECT : Response to 30 June 1972 WSAG Request
1. Attached for your use and information only are three (3)
copies of the first package prepared in response to the 30 June 1972
WSAG request for maps analyzing possible cease-fire/negotiating
positions. The package consists of two inter-related components: one
memorandum containing explanatory text and another containing illus-
trative maps. For security reasons, the package was deliberately
constructed so the text will be difficult to comprehend without the
relevant maps and the maps virtually i-2eaningless without the explanatory
text.
2. As I explained in our 12 July conversation, this package
was developed in close consultation with our colleagues in the Departments
of State and Defense. We thought until the morning of the 12th -- when
Mr. Sullivan and Under Secretary Johnson registered their fundamental
objections -- that the package had been approved by State and Defense
for submission to the WSAG. Preliminary discussions were held with
State and Defense the first week in July. Our approach was discussed in
detail at an inter-agency working level meeting on 10 July where both
the State and the Defense representatives made various suggestions,
all of which were incorporated in the final product. This group saw the
sketch proofs of the maps and suggested changes thereon, which were
all incorporated. Drafts of the memorandum were hand-carried to
Ambassador Sullivan's office and Colonel Farnham's office (in ISA) on
11 July, with the request that any changes be phoned. in by COB. Defense
cleared both text and maps on the morning "of 12 July. State raised no
objections until Mr. Sullivan and I met in Under Secretary Johnson's
office at 1215 on 12 July. ~~ - P:IrT'~

3. We ran 25 copies of the attached package. You now have
three. The other 22 copies are locked up in my vault, where they will
remain unless or until we receive different instructions from the
White House.
