MEMORANDUM FOR THE DIRECTOR
SUBJECT: WSAG Notebook
1. When I talked with Colonel Kennedy yesterday (27 November),
he said the 28 November WSAG would be a bidding review on post-
settlement planning, particularly with respect to the organization,
functions and staffing of the post-settlement U.S. Mission and
presence in South Vietnam.
2. Attached is a notebook with all the pertinent documents
of the past couple of weeks bearing on this blem. You have seen
all of these papers Pxcept the note

collectors. I have no desire (or intention) to support any military
service desire to engage in clandestine collection, but I have not
fought the number -- partly to keep the community together on other
issues but primarily because I have other designs on this pool of
bodies. We will need this 65 -- i, e. , an overall military intelligence
personnel total of about 86 -- to do the necessary attache, observation,
liaison tasks with both sides armed forces and military activities. I
hence want to protect the number against the logisticians and end-use
checkers but switch the function of the putative military "collectors"
once their slots have been incorporated in the overall total.
