SUBJECT : A. Second Look at Monitoring Requirements
1. Per your request relayed via General Haig, we have taken
a second look at what would be involved if an 1CCS mechanism were
to make a serious effort to monitor compliance with a settlement
agreement prohibiting personnel infiltration to augment Communist
forces in South Vietnam and prohibiting materiel resupply save for
"one-for-one" item' replacement. Our conclusions are..,,=t forth in
the attached memorandum, being sent in one copy to you alone.
2. As requested, this "second look" is based on the premise
that inspection teams would not be permitted on North Vietnamese
territory. Taking that as a given, we have tried to come up with
the best system feasible under this restriction. For reasons the
attached memorandum explains in more detail, however, we caution
that such a limitation clearly reduces the effectiveness of ICCS
inspection and concomitantly increases the need for unilateral U.S.
action -- including overflights -- if the U.S. Government is to stand
any real chance of being kept apprised of whether or not the North
Vietnamese are acting in substantial compliance with any settlement
agreement's provisions in this sphere.
