Laird The Secretary of Defense SUBJECT : Transmittal of Revised Vietnam Maps 1. Attached for your information is one set of the new Vietnam map set requested by Dr. Kissinger, plus two versions of a memorandum explaining the maps. a. The map package itself (enclosed in a pink cover) consists of six maps: Five of these are updated versions of the five maps II in the 18 November (blue cover) package. The sixth (prin ted at Dr. Kissinger's request) is a combination of the friendly/enemy force disposition by regiment map (No. 1) and an OSD/SA map plotting every hamlet in South Vietnam color-coded to show the type of GVN force that provides security for each hamlet. The combined map has certain anomalies deriving from the fact that the GVN military presence information (i . e . , the color-coded hamlet plots) is based on 31 October HES data whereas the force disposition by regiment plots are based on 1 December order of battle data. Hence, in a few instances, you have (say) Communist regiments sitting astride what are also marked as GVN hamlets or ARVN regiments encompassing hamlets coded to show no GVN presence. b. The explanatory memorandum with a seal on its cover was prepared for U.S. eyes and use. The explanatory memorandum without a seal on its cover is a slightly sterilized version of b designed for passage to senior GVN officials. 2. On 2 December (prior to his departure from Washington) President Thieu's emissary Mr. Nguyen Phu Duc was given a jury-rigged combination of the hamlet plot with the 18 November force disposition plot (Map No. 1 in the blue cover series) run as an overlay. This combination was prepared overnight at Dr. Kissinger's request. 3. Copies of the attached map set have been sent to Dr._ Kissinger's office and pouched to Saigon. (The U.S. Mission was sent three complete sets with the U.S. (seal) cover memorandum and three sets with the sterile cover memorandum -- giving it two of the latter for passage to the GVN plus a retention copy for its records.) 4. In Washington we are making additional controlled distribution (as indicated below) by sending additional copies of this memorandum and its attachments to Deputy Secretary Rush, Under Secretary Johnson, Admiral Moorer and Vi Admiral de Poix.
