MEMORANDUM FOR: Dr. Henry A. Kissinger
Assistant to the President for
National Security Affairs
SUBJECT : Response to 6 March WSAG Request
1. Attached is our response to your request levied at the WSAG
meeting of 6 March for a study of the' types and volume of military
equipment and supplies being provided to North Vietnam from China,
the Soviet Union and other sources.
2. China and the Soviet Union are North Vietnam's primary
sources of military supplies and in comparison to them, other sources
(e.g., Eastern European Bloc countries) are negligible. With respect
to China and the USSR, our pool of current hard evidence -- as the
memorandum explains
one a ess, we have developed an analysis of probable current
trends which has validity and does shed some light on the questions
you raised.
3. We are distributing copies of this memorandum only to the
WSAG principals, the Secretaries of State and Defense and the
Directors of DIA and INR.
