MEMORANDUM FOR:
Your review is fine with me but I am not sure the chronology is
quite factually accurate. If you have checked with George Allen,
his recollection on this matter should be better than mine. If you
have not, my impression is that the story ran roughly as follows:
1. George Allen did have his spats with Rostow (as did
1). Some of the sharper ones occurred when I was absent (e.g.,
September 1967) and he was acting for me.
2. I do not recall George having been nominated for
the Imperial Defence College in 1967. I do definitely recall his
explaining to me sometime in the spring of 1968 how he felt he had
done his time -- and then some -- on the Vietnam account. (A quite
reasonable pitch since George's period of servitude on Vietnam
dated back to his ACSI days as early as 1954.) George also indicated
that the sabbatical reward he wanted would be a posting to the
Imperial Defence College.

3. I quite positively remember lobbying with R . J . Smith
to get this plum for George in the 1968 selection round (being abetted
with a discreet assist from Dick Helms) . I think the London posting
was in the bag prior to George's promotion, though on this my
memory may be in error. I remember the promotion quite well,
however. I took various soundings with the DDI and found the
climate somewhat less than propitious. I therefore decided to end-
play my DDI colleagues by handling this one strictly "by the book. "

I therefore wrote up a strong promotion recommendation for George
and forwarded it to my supervisor for his endorsement and referral
to the DDI Career Service Panel. My supervisor was, of course.,
the Director -- who played his part beautifully and with a perfectly,
straight face. The promotion followed soon thereafter.
