Kissinger Assistant to the President " for National Security Affairs SUBJECT : Joint CIA/DIA Assessment of Vietnamese Communist Capabilities and Intentions 1. Attached are five copies of a memorandum entitled "Assessment of Communist Capabilities and Intentions in South Vietnam in Light of North Vietnam's Actions Since the Ceasefire." This memorandum was prepared in response to a request levied at the WSAG Meeting on 23 February 197--. 2. As requested, the attached assessment was produced jointly by CIA and DIA (acting on behalf of the Department of Defense). The cooperation and support of our Defense Department colleagues were out- standing. There was only one difference of interpretation, which is clearly noted as such in the text of the memorandum's paragraph 9. a. The CIA believes the North Vietnamese units in the northern portion of South Vietnam's MR 1 have already made up most of the equipment and manpower losses these units suffered during the heavy fighting of 1972. b. The DIA believes that many of the Communist units in this area are still under strength in both manpower and armor.
