Dear Mr. President:
When I returned to my office today after a week's visit to CINCPAC
Headquarters, your thoughtful and deeply appreciated note of 20 February
was waiting on my desk.
What made possible the results that have finally been achieved in
Indochina was, primarily, your leadership and -- above all -- your
unflinching, politically courageous steadfastness in questing for what
was in our Nation's true interest rather than what was politically expedient
or would have been transiently popular. Without that steadfast leadership,
the efforts of your subordinate associates in tLt. Executive Branch would
have been nugatory.
Doing whatever I personally could to support you and your policies
was my privilege and my pleasure. It was also my duty -- as a citizen
and, especially, as a career Agency officer. This Agency exists to serve
our country by serving and supporting its President and, at his direction,
those whom he chooses to counsel with him.
It was quite unnecessary for you to thank me for doing my duty.
Nonetheless, your note was a signal honor which means a great deal to
me and for which I thank you very much.

As I saw our POWs come off the plane at
Clark Field, I was never so proud to be
an American.
These brave men were able to return to a
nation which had achieved peace with honor
rather than to one which had suffered a
humiliating defeat. This would not have
been possible had it not been for those like you -- who served America with such
dedication, whether militarily or.diplo-
matically, throughout this long and
difficult sbruggle.
I just wanted you to know how much I
personally appreciate all you have done
to help achieve the honorable peace we
fought for.
