SUBJECT : Communist Violations of Vietnam
Settlement Agreement
1. This morning we sent down to you a brief cabled report
from USSAG that a new occupied SA-2 SAM site had been observed
in 21 March photography of the Khe Sanh area. We have now received
the Initial Photographic Interpretation Report (IPIR) from the field,
and it appears that the new SA-2 site was first observed in photography
of 19 March rather than 21 March.
2. We have also checked earlier photography of the same area.
The totality of evidence available in Washington shows that the new
SA-2 site was definitely not there as of 10 March. Therefore, the
site was constructed and its equipment installed sometime between
the l 0th and 19th of. March.
