For your information, attached are copies of six memoranda which were sent to Dr. Kissinger and Ambassador Sullivan at the end of last week. 2. Three of the papers were prepared for Dr. Kissinger's briefing book which he will take with him for his meeting with Le Duc Tho: a. "Communist Violations of the 27 January Vietnam Agreement." b. "Alleged U . S U.S. and GVN Violations of the 27 January Paris Agreement." c. "Recent Communist Military and Economic. The fourth paper -- "North Vietnamese Capabilities and Intentions Through the Rainy Season and Beyond" -- was requested by General Scowcroft for Dr. Kissinger. On the subject of North Vietnamese intentions, there are differences of opinion among the various components of the Agency. The memorandum clearly expresses these differences and makes no effort to submerge them into a lowest common denominator. 4. The fifth and sixth papers both concern Cambodia, and were also requested by the NSC Staff. The shorter piece -- "Hanoi's Role in Cambodia" -- is a summary analysis of what kind of support Hanoi is providing the Khmer Communists, how Hanoi is providing that support, why Hanoi is providing it, and what would happen to the Khmer insurgent movement if North Vietnamese support were withdrawn. The longer piece -- "Hanoi's Proxy War in Cambodia" -- is a survey of the whole record of Vietnamese Communist involvement in Cambodian affairs. 5. These memoranda have been distributed outside the Agency only to Dr. Kissinger and several of his top assistants on the NSC Staff, and to Ambassador Sullivan.
