SUBJECT : Request from Acting Assistant Secretary Godley
1. Attached is the text of a NODIS cable from Ambassador Swank.
to Actin; Assistant Secretary Godley which got the latter somewhat stirred
up. At Godley's behest? I was called by Evelyn Colbert of INR. who asked
if we could send State a consolidated compendium, of any material we had
on VC/NVA support of the Khrrier Insurgents since 28 January. 1 told
Mrs. Colbert that we would look at the actual text of Ambassador Swank's
message (which I did not have when. she called, me) and see what we could
do to help.
2. I would like to confer briefly at 1000 Tuesday morning (3 July)
to discuss this and see how we wish to respond. Swank is whistling Dixie
if he thinks Congress is likely to be influenced by evidence but I am
intriryued by the allegations

allegedly indicating that the Vietnamese have been or are stepping up their
support of the Khmer Insurgents,
if there is indeed such evidence- it ought
to be appropriately flagged in much better form than it is in State's cable.
