Approved For Re a 20(7 - R01720ROgp800140023-0 25X1 SUBJECT: NIO Activities During Your Absence 1. Since 1 November, under the NIO system, three significant papers have been turned out: a. SNIE 11/30-73 -- Soviet Military Options in the Middle East. This was laid on at the USIB meeting on 1 November and was given to Henry Kissinger prior to his departure. It was not formally chopped by the USIB members but was coordinated by their representatives. b. A Memorandum to Holders of the recent South Vietnam estimate NIE 53/14.3-73. This assessed the impact of Middle Eastern developments on the judgments made in that estimate and ran up a clear warning flag about the risk of opportunistic adventurism on the part of the Hanoi Politburo. c. A draft estimate on "Whither Cambodia" (SNIE 57-1-73). At the Director's request, this draft was cabled to Henry in time to reach him in Islamabad prior to his departure for Peking. (Incidentally, he was also cabled the above- mentioned Memorandum to Holders of the Vietnam estimate.) 2. The Director has also levied a major project which is being carried out under aegis with participation from all hands. This will be a comprehensive package surveying the ripple impact -- political as well as economic -- of the continuing oil embargo on Western Europe, the United States and other key places such as Japan.
